What Is a Level 2 ASP — And Why It Matters

A Level 2 electrician is an Accredited Service Provider (ASP) authorised to work on the point where the electricity network meets your property. In New South Wales, the wires, poles, pits and metering that connect a building to the grid are the responsibility of a network distributor — Ausgrid, Endeavour Energy or Essential Energy — and only an accredited Level 2 ASP is legally permitted to connect, disconnect, install and repair that infrastructure. An ordinary Level 1 electrician can work inside your home or business, but the moment the job touches the network side of the connection, a Level 2 ASP is required.

This distinction matters because getting it wrong is expensive. If unaccredited work is carried out on the network side, the distributor can issue a defect notice, refuse to energise the supply, or disconnect the property entirely until a compliant ASP rectifies it. Using a Level 2 ASP from the outset means the connection application, the physical work and the coordination with the network are all handled correctly the first time — so your power is connected on schedule and to standard.

ASP Levels Explained

Level 1 ASP

Designs and constructs the larger network assets — overhead and underground distribution mains, network extensions, substations and high-voltage infrastructure. This is heavy network construction work beyond the individual service connection.

Level 2 ASP

Carries out the service connection work that most properties actually need: overhead and underground service mains, consumer mains, live and de-energised connections and disconnections, service fuse replacement, metering, phase upgrades and private pole work up to the point of supply. This is our accreditation.

Level 3 ASP

Provides design certification for network assets — the engineering design of the infrastructure that Level 1 providers then build. Level 3 work sits on the design side rather than the physical connection.

Every connection in NSW must comply with the Service and Installation Rules of New South Wales and the specific technical requirements of your distributor. The three networks each cover a different footprint of Sydney and NSW:

4. Inspection & energisation

We coordinate any required inspection and the energisation date with the network so your supply is connected correctly and on schedule.

What is a Level 2 ASP electrician?

A Level 2 electrician is an Accredited Service Provider (ASP) authorised to work on the parts of the electricity network that an ordinary Level 1 electrician cannot touch — the connection point between the distribution network and your property. That includes connecting and disconnecting properties from the grid, installing and repairing overhead and underground service mains, replacing consumer mains, installing and replacing meters, and working on private power poles. Accreditation is granted under the NSW ASP scheme and each distributor (Ausgrid, Endeavour Energy, Essential Energy) authorises the provider to work on its network.

What are the different ASP levels in NSW?

The NSW ASP scheme has three levels. Level 1 ASPs design and construct larger network assets such as substations, high-voltage lines and network extensions. Level 2 ASPs carry out service connection work — overhead and underground service mains, metering, live and de-energised connections and disconnections up to the point of supply. Level 3 ASPs design network assets. Sydney Power Group is a Level 2 ASP, which covers the vast majority of residential, strata, commercial and builder connection work across Sydney.

What electrical work legally requires a Level 2 ASP?

Any work that touches the network side of the connection needs a Level 2 ASP: new connections and reconnections, service mains (the cable running from the network to your point of attachment), consumer mains upgrades where the connection is affected, metering installation and relocation, service fuse replacement, phase upgrades (single to three phase), disconnection for demolition or renovation, temporary builders supply, and repairs to defect notices issued by your distributor. A general Level 1 electrician cannot legally perform this work — doing so risks a defect notice and a delayed connection.

Are you authorised across Ausgrid, Endeavour Energy and Essential Energy?

Yes. Sydney Power Group is authorised across all three NSW distributors — Ausgrid (covering the Sydney CBD, eastern suburbs, inner west, north shore and northern beaches), Endeavour Energy (greater western Sydney, the Blue Mountains, southern highlands and Illawarra) and Essential Energy (regional NSW and outer-metro boundary zones). Each network has its own service and installation rules, connection application process and metering requirements, and we coordinate directly with the relevant distributor for your address.

What is your ASP authorisation and contractor licence number?

Sydney Power Group holds ASP Authorisation No. 5334 under the NSW Accredited Service Provider scheme and Contractor Licence 318221C as a licensed electrical contractor. Both can be verified before we begin any work. We carry $20 million public liability insurance and workers compensation cover.

What is a defect notice and what do the classes mean?

A defect notice is issued by your distributor when your electrical installation does not meet the NSW Service and Installation Rules or relevant standards. Notices are classified by severity: the most urgent class requires the network to disconnect supply immediately because there is a genuine safety risk, while lower classes give you a set period (often around 21 days) to have a licensed contractor rectify the fault before disconnection. As a Level 2 ASP we can both rectify the defect and arrange the re-inspection or reconnection with the network.

How does metering work under Power of Choice?

Since the Power of Choice reforms, responsibility for metering shifted from the network distributor to your electricity retailer, who appoints a Metering Coordinator. New and replacement meters are almost always smart (Type 4) meters. In practice this means a meter installation is coordinated between your retailer, the Metering Coordinator and a Level 2 ASP who carries out the physical work. We install, relocate and prepare switchboards for smart, solar and off-peak metering and coordinate the connection so your supply is energised correctly.

Do I need to upgrade my switchboard for a new meter or connection?

Often, yes. Many older Sydney properties still have ceramic-fuse or asbestos-backed switchboards that no longer comply with current standards, and a metering or mains upgrade will typically trigger the need to bring the board up to standard — including a main switch and compliant safety switches (RCDs). We assess the switchboard as part of any connection or metering job and advise whether an upgrade is required before we proceed.

How long does a Level 2 connection take?

Straightforward jobs such as a service fuse replacement, a reconnection or a like-for-like meter change can often be completed on the same day. Work that requires a formal connection application to the distributor — such as a new connection, a phase upgrade or an underground service — depends on the network's processing and any inspection or scheduling on their side, which can take from a few days to a few weeks. We lodge the paperwork, coordinate with the network and keep you updated on realistic timeframes for your address.

What is the difference between overhead and underground service mains?

Overhead service mains run as an aerial cable from the network pole to a point of attachment on your building. Underground service mains (a consumer mains pit or pillar connection) run below ground from the network, which is common in newer estates, strata developments and areas with underground reticulation. The right option depends on the existing network infrastructure at your address and the distributor's rules — we assess the site and recommend the compliant approach.

Can you do emergency Level 2 work after hours?
