When Do You Need a Level 2 Electrician?

The Basic Rule: Network Side vs Your Side

A standard (Level 1) electrician is licensed for everything inside your home — powerpoints, lighting, internal circuits, and work up to your switchboard. A Level 2 ASP is accredited to work from your meter *outward*: the connection to Ausgrid, Endeavour Energy or Essential Energy, the service lines, private poles and metering.

So the quick test is: does the job touch the physical connection between your property and the grid? If yes, it's Level 2 work. If it's all inside the house, a standard electrician can do it. Our what is a Level 2 ASP guide covers this distinction in detail.

Getting this wrong causes real problems — a standard electrician can't legally connect to the network, and if they try, the distributor can refuse the work and issue a defect.

New or Upgraded Connections

Any new connection to the grid — a new build, a subdivision, or a second dwelling — needs a Level 2 ASP to establish the network connection. The same applies when you upgrade your supply, such as moving from single-phase to three-phase.

Increasing your supply capacity usually means upgrading the consumer mains and often the switchboard, and because the mains cross the network boundary, that's ASP territory.

If you're adding a granny flat, a workshop, or a big load like an EV charger and your supply can't handle it, a Level 2 ASP is who sizes and installs the upgraded connection.

Service Lines and Poles

Anything to do with the physical service line — overhead mains from the pole to your house, or underground mains in a trench — is Level 2 work. So is relocating a service line, or converting from overhead to underground.

Private power poles fall squarely here too. Installing, repairing or replacing a private pole, or fixing a damaged point of attachment, all require an ASP because the work involves live network conductors.

This is the category that surprises owners most, because the pole or line is on their own land — but ownership doesn't change who's legally allowed to work on it.

Metering and Defect Notices

While your retailer arranges the meter device itself, any switchboard or supply remediation needed to fit a new or solar meter is Level 2 work. If a metering provider has attended and told you the board needs upgrading first, that's an ASP job.

Defect notices from Ausgrid, Endeavour or Essential almost always concern network-side infrastructure — poles, mains, points of attachment — so rectifying them requires a Level 2 ASP. A standard electrician can't clear these.

Disconnections and reconnections — for demolition, renovation or after a defect — are also ASP work coordinated with the distributor.

Emergencies Involving the Supply

If storm damage brings down your service line, burns out a point of attachment, or leaves a pole leaning, that's a Level 2 emergency, not a job for a standard sparky. Our emergency Level 2 guide covers what to do first.
