Smart Meters in NSW: How They Work and What to Expect

By Sydney Power GroupLevel 2 ASP Knowledge Centre 7 min read

A smart meter (also called a digital or interval meter) records your electricity use in intervals and can communicate that data back to your retailer remotely — no more manual meter reads. Since the introduction of the Power of Choice reforms, metering in NSW is the responsibility of your electricity retailer rather than the network, and older accumulation and off-peak meters are progressively being replaced with smart meters. Where the metering upgrade involves work on the metering panel or the network connection, a Level 2 ASP is the licensed trade that carries it out. Understanding who does what — the retailer, the metering provider, the network and the Level 2 ASP — is the key to a metering upgrade that goes smoothly rather than stalling on the day.

What Changed Under Power of Choice

Before the Power of Choice reforms, the local network owned and read the meter. Now your retailer arranges metering and appoints a Metering Coordinator, and any new or replacement meter installed is a smart meter by default. This is why customers who change retailers, install solar, or have a meter fail are increasingly issued a smart meter.

Smart meters record consumption in 30-minute (or finer) intervals and support remote reading, remote connection and disconnection, and time-of-use tariffs. For customers this means accurate bills based on real data rather than estimates, and access to detailed usage information that makes it easier to understand where power is being used.

The practical upshot is that if your existing meter panel is old, undersized, or non-compliant, the metering upgrade often triggers wider work — which is where a Level 2 ASP comes in. It is common for a customer to expect a simple like-for-like meter swap and instead discover that the meter position itself has to be brought up to standard before the new meter can be installed.

Where a Level 2 ASP Fits In

The meter itself is installed by an accredited metering provider on behalf of your retailer. But smart meters frequently cannot simply be swapped in because the surrounding infrastructure is not compliant: the meter panel may be too small, the wiring may not meet current standards, or the consumer mains may need upgrading first.

As a Level 2 ASP, Sydney Power Group prepares the installation so the new meter can go in — upgrading the metering panel, correcting non-compliant wiring, relocating the meter position where needed, and coordinating any network disconnection required to do the work safely. This preparation work is a common reason a straightforward-sounding meter change stalls.

Where solar is involved, the metering also has to change to a bi-directional smart meter that can measure both imported and exported energy — a step required before a solar system can be commissioned.

Smart Meters and Solar

If you install a solar system, your old meter must be replaced with a bi-directional smart meter that measures energy flowing both ways: the power you draw from the grid and the surplus you export back to it. Without it, your feed-in tariff cannot be credited and, in many cases, the network will not allow the system to be switched on.

The Level 2 ASP work here typically includes upgrading the metering panel to accommodate the new meter and the solar connection, ensuring the switchboard and consumer mains are adequate, and coordinating the metering change with your retailer's provider.

For homes adding battery storage or an EV charger alongside solar, the metering and switchboard often need attention at the same time — it is far more efficient to do it as one coordinated upgrade than to revisit the board repeatedly.

Common Questions About the Upgrade

Customers frequently ask whether the meter change costs them anything. The meter itself is generally arranged through your retailer, but any Level 2 preparation work — panel upgrades, wiring rectification, relocation — is quoted separately because it is customer-side installation work.

Another common query is timing: because the meter provider, the retailer and (for disconnections) the network all have a role, coordination is essential. A Level 2 ASP who manages that coordination saves customers the frustration of arranging each party separately and finding the job cannot proceed on the day.

Sydney Power Group carries out metering panel upgrades and metering-related Level 2 work across all three NSW network areas, and coordinates with retailers and metering providers so the meter can be installed without repeat visits.

Retiring Off-Peak and Controlled-Load Meters

Many older Sydney homes still run separate off-peak or controlled-load meters — the additional meters historically used to run hot water and slab heating on cheaper overnight tariffs. As these homes move to smart meters, the controlled-load arrangement is generally carried over as a separate register within the single smart meter rather than a physically separate meter, which frees up space and simplifies the board.

This transition is a frequent source of confusion, because customers worry their off-peak hot water tariff will disappear. In practice the controlled-load circuit and its tariff are preserved through the metering change — but the wiring at the meter panel has to be correctly transferred, which is Level 2 ASP work. Getting this wrong can leave a hot water system running on the wrong tariff or not switching at all.

Where the old panel is cramped, damaged, or wired to outdated standards, retiring the separate meters is a good moment to bring the whole metering position up to current standards. Doing the panel, the controlled-load transfer and the smart meter as one coordinated job avoids the meter provider arriving to find the installation isn't ready.

Frequently Asked Questions

Who is responsible for my meter now — the network or my retailer?+

Since the Power of Choice reforms, your electricity retailer is responsible for metering and appoints a Metering Coordinator. The local network is no longer responsible for installing or reading your meter.

Does a Level 2 ASP install the smart meter itself?+

The meter is installed by an accredited metering provider on behalf of your retailer. A Level 2 ASP carries out the associated installation work — upgrading the metering panel, correcting wiring, relocating the meter, and coordinating any network disconnection — so the meter can go in compliantly.

Why can't my smart meter just be swapped in?+

Often the surrounding infrastructure isn't compliant: the meter panel may be too small or outdated, the wiring may not meet current standards, or the consumer mains may need upgrading. A Level 2 ASP prepares the installation so the meter change can proceed.

Do I need a smart meter for solar?+

Yes. Solar requires a bi-directional smart meter that measures both imported and exported energy so your feed-in tariff can be credited. In most cases the system cannot be switched on until the correct meter is fitted.

Will my power be off when the metering work is done?+

Panel upgrades and wiring work usually require the supply to be off for a period, sometimes involving a network disconnection. The outage is planned to be as short as practical and coordinated with the metering change.

What is an interval meter?+

An interval (or smart) meter records your consumption in short intervals — commonly every 30 minutes — and supports remote reading and time-of-use tariffs, giving accurate bills based on real usage rather than estimates.

Can I get detailed usage data from a smart meter?+

Yes. Smart meters record interval data that retailers can make available to you, helping you see when and where you use the most power. This is one of the main advantages over old accumulation meters.
