What Controlled Load Is

A controlled load is a dedicated circuit — classically the electric storage hot water system, sometimes pool heating or slab heating — that the network can switch remotely. In exchange for only running in off-peak windows, the energy on that circuit is billed at a much lower rate.

The switching is done by the network's nominated load control device working with your meter. Exactly how it's arranged — separate relay, ripple control or a smart meter function — depends on your distributor and metering provider, so confirm the available setup before changing any equipment.

The Wiring Rules That Apply

The rules cap what the control device can switch directly: where the controlled load exceeds 25A single-phase, or involves switching more than one phase, the customer must provide a contactor — a heavy-duty relay — operated by the load control device. Big storage heaters and three-phase heating loads almost always need one.

Everything on the supply side of the meter is sealed, and seals must not be removed without authorisation — which is why adding or altering a controlled load circuit involves your metering provider and, where the service or panel needs work, a Level 2 ASP.

Is Off-Peak Still Worth It?

For electric storage hot water, controlled load remains one of the cheapest ways to buy electricity in NSW. The maths changes if you have solar — many households now prefer heating water midday from their own panels via a timer or diverter instead.
